By default, the new CH contracts are created as a pending contract. In order to convert this pending CH contract and activate your account, there are some steps that have to be taken:

1. Create the user in the Users Creation Tool
2. Go to contacts section in SalesForce
3. Search for the user email that was just created in the UCT
4. Go to the details of the user
5. Go to pending contracts section
6. Go to the details of that pending section
7. Click on the top right button that says Convert CH Pending Contract

After that, the account activation email should be automatically sent and the contract will be active
